This is the Beastlord Rakarth Dark Elf Dragonrider, a metal miniature set produced by Citadel Miniatures for Warhammer Fantasy Battle, published by Games Workshop. It features a Dark Elf lord mounted on a Black Dragon and was a prestige centerpiece model for Dark Elf armies. This example appears to be from the 1990s era release, with the classic purple box art style.
