This is the Deluxe Karate Chop Batman figure from Kenner's Batman Knight Force Ninjas line, released in the late 1990s. The figure features 'Real Chopping Action' and comes with orange claw hand accessories, a red flame weapon, and a grey box/safe accessory. This example appears to be MOC (Mint on Card) - still sealed in original blister packaging. The packaging shows wear including creasing and some scuffing but the blister appears intact.
